The Democratic Progressive Party (DPP) has maintained its stronghold in Phalombe after its councillors won key leadership positions during the district council elections held on Saturday. In a decisive move to tighten fiscal discipline and curb excessive public spending, the Government of Malawi has announced a comprehensive set of Expenditure Control Measures to be implemented immediately and remain in effect until the end of the 2025/2026 financial year. The announcement, contained in a circular Ref. No. C5/5/001 dated 6th November 2025, was issued by Dr. Justin Adack K. Saidi, the Chief Secretary to the Government under the Office of the President and Cabinet (OPC). The directive has been circulated to all Controlling Officers, Heads of Department, and Chief Executive Officers of Parastatals and State-Owned Enterprises (SOEs). Key Measures Introduced According to the circular, the government has ordered an immediate moratorium on the procurement of motor vehicles and high-value assets, except in special cases where prior approval is granted by the Office of the President and Cabinet. The move is aimed at curbing unnecessary government expenditure on luxury and non-essential items. Recruitment and promotions within the civil service have also been frozen, with only essential positions in critical sectors being considered on a case-by-case basis. Promotions for officers from Grade F and below will now require authorization from both the Treasury and the Department of Human Resource Management and Development (DHRMD) to ensure fiscal capacity. On payroll management, the circular emphasizes personal accountability by Controlling Officers, requiring them to personally verify and approve all payroll submissions to avoid cases of ghost workers and fraudulent payments. In a cost-cutting measure targeting meetings and travel, Ministries, Departments and Agencies (MDAs) have been instructed to hold physical meetings within their office premises or opt for virtual platforms such as video conferences. Government has also imposed strict restrictions on external travel, citing the need to preserve scarce foreign exchange reserves. All foreign travel must now receive prior approval from the Chief Secretary for presidential clearance, while delegation sizes will be strictly controlled. Furthermore, the circular stipulates that donor-funded travel will no longer attract government “top-up” allowances, a practice that has previously burdened public finances. A masked man claiming allegiance to the Malawi Congress Party (MCP) has issued threats against Deputy Minister of Homeland Security (Operations), Hon. Norman Chisale, and supporters of the Democratic Progressive Party (DPP). The new minister of agriculture is a well-known administrator, Roza Fatch Mbilizi, this is the first time ever in Malawi’s history to have a woman at the helm of agriculture ministry which is regarded as one of key ministries. All eyes are on her to see how she can swiftly make move to find affordable fertilizer for farmers before the rain starts and also to purchase maize as many Malawians face acute food shortage. Speaking at Sanjka Palace in Blantyre during the swearing-in ceremony on Tuesday 20 October 2025, president Mutharika said he had appointed them with one purpose which is to help him (Mutharika) in rebuilding the country. “The oath of office you have taken today, is a solemn commitment to the people of Malawi. ” I want an all inclusive government,  I want everyone to be involved in the new Malawi”- remarked Mutharika. President Professor Peter Mutharika has appointed Dr Bright Molande to be Secretary for Foreign Affairs where he will serve under Dr George Chaponda as Minister and political head of the Ministry. This appointment is with immediate effect and Molande will serve in that capacity for three years before he may decide to move on. As Secretary for Foreign Affairs, Dr Molande will be the leading professional in managing Malawi’s diplomatic and international relations. He will be the technical anchor in supporting Dr Chaponda who is now Malawi’s Chief Diplomat and Ambassador at-large for the country. Dr Molande will be leading the team at the Ministry of Foreign Affairs in managing Malawi’s ambassadors across the world, promoting Malawi’s interests and global visibility, championing economic diplomacy, and being the coordinating point of the diplomatic community in Malawi. Bright Molande is a respected literary scholar, a published poet with two books to his name and a successful professional speech writer. Molande is speculated to be behind some of President Mutharika’s best speeches, including Malawi’s speeches once rated the best at the United Nations. This is the man Mutharika has entrusted to be the leading technocrat in marketing the country to the world and asserting Malawi’s place in global in the world. Dr Molande has previously served in government as Executive Assistant for the President, Director of Communication for the President and Director of Information at the Ministry of Information. But Molande returned to the University of Malawi when Mutharika’s government went into opposition in 2020. Before joining government in 2015, Dr Molande served in the University of Malawi as Head of English Department, Dean of Humanities and Vice Principal for Chancellor College, a position which is now renamed as Deputy Vice Chancellor for the University. He was a lecturer in literature until his appointment. Dr Bright Molande is known to be a seriously engaging intellectual but a quiet man with poetic humour.

On Saturday, 18th October, the Malawi delegation, led by the Minister of Finance, will meet with the East and Southern African Regional Vice President of the World Bank Group to further discuss regional development priorities and sustained support for Malawi’s economic programmes.
